Many buses in operation, particularly private ones, are old, poorly maintained, and lack basic amenities such as functioning doors, ventilation, or wheelchair access.   1. Expand and standardize the new low-floor bus rollout. The 104 new metro buses arriving for urban service, along with the planned import of 600 additional SLTB buses, should be paired with a clear five-year plan to phase out the oldest, least safe vehicles nationwide - not just in Colombo.
  2. Introduce GPS tracking and a public transit app. A simple, low-cost app or SMS-based system showing real-time bus locations would dramatically improve the passenger experience and is achievable with existing mobile technology already common in Sri Lanka.

For Trains

  1. Prioritize track rehabilitation on high-traffic corridors. Continuing efforts like the coastal line track replacement and the Maho-Omanthai modernization should be extended systematically across the network, prioritized by passenger volume and delay frequency.
  2. Fix stranded assets before new procurement. The unused Chinese-made carriages represent millions of dollars of wasted investment; resolving the compatibility issue (or reselling/repurposing them) should be addressed before further large rolling-stock purchases are made, and future procurement contracts should include binding compatibility and performance guarantees.

  5. Develop suburban commuter rail around Colombo. Following the model of Tokyo's dense, high-frequency suburban lines, upgrading and electrifying key commuter corridors (such as Colombo-Veyangoda or Colombo-Panadura) could meaningfully cut urban car dependency.

For Highways and Urban Roads

  1. Pilot a Bus Rapid Transit corridor. A single well-executed BRT corridor - for example, along a major Colombo route - would demonstrate the model's value before wider rollout, mirroring how Curitiba and Bogotá started small and expanded once results were visible.
